The reason I single out the Fed is because its decisions tend to have the most impact globally as many other reserve banks tend to follow its lead.

Interesting to note that Japan's central bank was the one which came up with QE. I guess it's not so surprising that they would see the need for it first given that Japan had/has the highest debt to GDP ratio in the world.
